New media design & Web development

Hello,
I currently live in Canada, but I'm an Israeli citizen and know Hebrew, I just don't have a Hebrew keyboard on this computer.
Unfortunately , I missed the enrollment deadline to a program "New media design & Web development" here in Vancouver, and the next one only starts in a year.
I thought about finding something similar in Israel, and hopefully you can suggest something that offers :
HTML/ CSS/ JavaScript/ AJAX/ jQuery/ PHP
